# Tengri 137 evidence claim ledger

## Purpose

This is an editorial index, not a new source artifact. It prevents a
demonstrated transform, a plausible allusion, and an unanswered question
from being written as if they were the same kind of result.

## Status vocabulary

| Status | Meaning |

| `established` | Direct source text, authenticated artifact, or a deterministic reproduction from preserved inputs. |
| `bounded` | A real observation with a stated limitation; it cannot yet be promoted to a destination, plaintext, identity, or authorial intent. |
| `unresolved` | The source record supplies no deterministic rule, or the decisive primary material is missing or future-dependent. |

## What would change this ledger

A new entry should name its exact input, normalization, operation, and
output. If it proposes a message, it must also include a predeclared
control showing why the same method does not manufacture comparable text
from arbitrary alternatives. New primary material may close a blocked or
future-dependent row; a thematic association alone may not.
